A video is currently circulating on social media showing a large number of people protesting against the vice presidential candidate of the Peoples Democratic Party (PDP), Governor Ifeanyi Okowa of Delta State.
The 56-second video which was shot at night and circulating mostly on WhatsApp had the caption “Breaking News:-HAPPENING Now. PDP in disarray….
“Atiku Abubakar escapes lynching in Abuja at PDP meeting as members of the party asks Okowa to step down as Atiku’s running mate.”
The protesters in the video were also heard chanting, “No representation by proxy. This is an insult. Okowa must go; No more governance by proxy and we can’t continue like this.”
Verification
Daily Trust subjected the clip to verification, using Invid video verification tool. It was found that the video first emerged on the Internet on November 6, 2022.
Subsequent checks showed that the video was shot at the Transcorp Hilton Hotel, Abuja where the first series of town hall meetings with presidential candidates took place.
The town hall series was jointly organized by the Centre for Democracy and Development and the Arise TV.
Further checks by Daily Trust revealed the cause of the protest was triggered by the introduction of Okowa who represented the PDP presidential candidate, Mr. Atiku Abubakar.
However the announcement didn’t go well with the audience which created a row and the debate was brought to a halt for sometime.
However, the town hall meeting which was anchored by Dr. Reuben Abati of Arise TV continued and Okowa represented Atiku at the meeting.
The series also had the ccandidates of the Labour Party (LP) Mr. Peter Obi, New Nigeria People’s Party (NNPP), Rabiu Musa Kwankwaso and the People’s Redemption Party (PRP), Mr. Kola Abiola, in attendance.

Verdict:
Consequently, Daily Trust can confirm that Atiku was not present at the venue of the town hall meeting and the video was not from any meeting of the PDP as suggested. Hence, it is false and misleading.
Conclusion
Verification by Daily Trust shows that the video in question did not emerge from any PDP meeting. Also, the calls for Okowa’s resignation is false and misleading as it was a group of audience asking Okowa not to stand in for the party’s presidential candidate who was absent at the town hall meeting.

The paramount ruler of Olomu Kingdom and Chairman, Urhobo Council of Traditional leaders, Dr Richard Ogbon, has conferred the chieftaincy title of ‘Ererukugbe’ on the governor of Kano State, Dr Abdullahi Umar Ganduje.
The monarch also conferred the title of ‘Omamoraye’ on the governor’s wife, Professor Hafsat Ganduje.
Speaking during the ceremony that was held Saturday evening at his palace, the traditional ruler said the honour was to reciprocate the respect and love shown to his subjects by the governor.
He explained that a prominent Urhobo son and onetime military administrator of Kano State, late Brig, Gen. Dominic Oneya, had told him about the amiable relationship between him and Ganduje, long before he became governor, and personally proposed that the Kano State governor be honoured with an Urhobo chieftaincy title.
Ogbon acknowledged that the governor was a detribalised gentleman who believed in national unity and appreciated him for appointing Chief Anthony Oneya as one of his special advisers.
A statement by the Director General, Media and Public Relations, Government House, Kano, Aminu K. Yassa, said Ganduje saw the honour to be in tandem with the ideals of national integration.
The statement added that the governor expressed optimism that the relationship between the Urhobo and Kano State would continue to grow from strength to strength.

Borno State Government has said that 700 cases of gender-based violence (GBV) have been recorded in one year across the three senatorial districts in the state.
The Commissioner for Women Affairs, Hajiya Zuwaira Gambo, disclosed this to Daily Trust at three-day training on gender equity and sensitive reporting for women journalists in Borno State.
She explained that the state government had secured the conviction of more than 100 cases of gender-related violence across the three geopolitical zones.
“Yes, in the last one year we have had more than 700 cases because people are now aware of their rights, so people report much more than before. If you remember some years ago, victims are always on the defensive, people would say it is a thing of shame but now victims are coming out to report to Bulamas and law enforcement agencies,” She said.
The commissioner decried that despite the passage of the Violence Against Persons Prohibition VAPP and Child Protection Laws, the state had continued to record cases of violence against women and children.

Senator Rabiu Kwankwaso, Presidential Candidate of the New Nigeria Peoples Party (NNPP), has said anyone who says 2023 is his turn is making a mistake.
Although Kwankwaso did not mention the name of any candidate, the context indicates that he made a veiled reference to Asiwaju Bola Tinubu, Presidential Candidate of the All Progressives Congress (APC).
In the build up to the APC Primaries, Tinubu had said having assisted different persons to key positions in government, it was his turn.
The controversial remark caught headlines and trended on social media for a long time.
But speaking in Lagos on Sunday, Kwankwaso said 2023 election is going to be different.

Ill try not to go abroad for medical treatment as president – Kwankwaso
He also asked Nigerians not to vote a candidate who is unhealthy, alleging that some persons were plotting to become president through a similar way Dr Goodluck Jonathan emerged following the death of former President Umaru Musa Yar’Adua.
“People are not talking about parties. They are talking about candidates and individuals. The APC and PDP have failed Nigerians. That is why we are in this mess today. I am ready for debates. Let us put our cards on the table. Some of the candidates are running away from debates. Some of them should look at themselves in the mirror and tell themselves the truth. Some of them are our seniors. You cannot cheat nature. Anybody who says 2023 is his turn is making a huge mistake.”
“In 2007, Yar’Adua was nominated as PDP candidate without consultation. There was no serious consultation. We knew things but there was no consultation and so we ran into trouble (with Yar’Adua’s ill health, attendant controversies, and using doctrine of necessity to swear in Dr Goodluck Jonathan as acting president, and his death). Today, that episode is recurring. Some people thought by becoming vice president they would soon be president.”
Kwankwaso also vowed not to step down for anyone, outlining how he intends to fight insecurity, boost the economy, and improve education if he is elected.
“The reports of my stepping down are coming from detractors who go about concocting stories to suit their mind. Anybody who thinks of stepping down at this stage is not fair to himself because the time for merger, alliances, etc, has gone. NNPP is all out to win the 2023 elections. The other parties are going down in terms of support and popularity and there is nothing any of them can do to stop this misfortune.
“NNPP is the only party growing now and the growth will continue as the 2023 polls approach. The other parties have nothing to say again. I was a founding member of the PDP, which was formed to kick the military out of power. There was no ideology behind the formation of PDP other than kicking the military out.
“After kicking out the military, we realised our differences. It was one of the reasons I lost re-election as Kano governor in 2003. So we have to think of getting a progressive party, and five of us, PDP governors, had to move and join in forming APC. We also realised that APC has issues and our expectations were dashed. We decided to form a party of like minds. However, when the INEC refused to register our party, we looked around and found NNPP. It meets our beliefs and ideology. We are happy that we left APC and PDP and joined NNPP.

The South East zone of the country got the highest share of allocation in the recent controversial recruitment of 70 new staff by the Nigeria…
The South East zone of the country got the highest share of allocation in the recent controversial recruitment of 70 new staff by the Nigeria Extractive Industries Transparency Initiative (NEITI), Daily Trust investigation reveals.
NEITI is a Nigerian government agency with affiliation with the global Extractive Industries Transparency Initiative (EITI).
An analysis of the distribution indicates that Abia State got eight slots (the highest), half of which went to Arochukwu LGA where the current Executive Secretary, Ogbonnaya Orji, hails from.
A copy of the nominal roll of the agency, exclusively obtained by Daily Trust, also shows striking semblance in names on the new staff list, which indicate possible relationships between some of the recruits and NEITI’s management and board members.
Sources within and outside the transparency agency had alleged that some of the basic requirements for employment were not followed in the recruitment process, while others said through a highly discreet process, the agency hired dozens of relatives of government officials including those of some members of its board.
NEITI has, however, denied the allegations insisting it followed guidelines and obtained a waiver from the Federal Character Commission allowing it to recruit without advertising.
Both NEITI and FCC could not grant Daily Trust’s request to obtain a copy of the waiver.
However, a copy of the FCC’s guidelines for recruitment into the Federal Public Service seen by our reporter partly states: “MDAs shall ensure, and provide comprehensive job description (academic qualifications and cognate experience) required for each vacant position.
While maintaining that “All vacancies shall be advertised in at least two newspapers circulating nationally, giving prospective candidates, a minimum of six weeks within which to apply, the guidelines further state: “The spread of all vacancies to be filled shall be predetermined in relation to the current levels of (Federal Character) representation, by states or zones, at a joint meeting of MDA and the FCC.”
The commission, which is empowered by law to monitor and ensure recruitment by government offices follow the law and maintain a spread across states and local government areas has admitted it issued a certificate of clearance and granted a waiver to NEITI  not to advertise but critics and some accountability activists have accused it of compromise.
Some civil society organisations are demanding evidence of transparency in the recruitment process from NEITI and the FCC.
Taiwo Otitolaye, National Coordinator, Publish what you Pay, said: “A coalition of 150 civil society organisations, including ours, is demanding details of the recruitment from NEITI because the process is not clear to us.
Besides employing 70 staff in addition to 43 is quite large. Even the EITI international headquarters has less than 40 staff. This is a waste of public funds.”
A check on the website of the IETI shows that its international secretariat located in Oslo, Norway, currently has 5 management and 42 staff.
On the waiver granted by FCC, Otitolaye said: “The Commission has erred in its own rules. Did they also collect slots? You cannot give a waiver for the recruitment of 70 staff. Let us see the approval letters/waiver given to NEITI.”
Contacted, the Director of Public Affairs at the Federal Character Commission, Dr. Chuks Okoli, confirmed that a waiver was granted to NEITI but maintained that it does not amount to a licence to do whatever they like.
“It has to conform to our character balancing index, which emphasises the spread on a state-by-state basis,” he said while denying the alleged compromise of its recruitment rules for slots from NEITI.
On the conditions for granting a waiver, the FCC spokesperson said: “We grant a waiver if the number of staff to be recruited is high. This is to avoid a repeat of the kind of stampede that occurred at the Abuja National Stadium in 2014 during the Nigeria Immigration Service (NIS) recruitment exercise.”
He also listed other conditions including what he called ‘character balancing index’.
Inside story of recruitment
A peek into the current nominal roll of NEITI shows that with the recent recruitment of 70 staff who commenced their induction last week in Abuja, the agency currently has a staff strength of 113, which represents a 163 per cent increase in its hitherto 43 employees.
Analysis of the new recruits reveals that 21 are from the South East comprising Abia, Imo, Anambra, Enugu, and Ebonyi states. Out of this number, eight were employed from Abia, the executive secretary’s home state.
The South-West zone has the second largest slots of eleven (11) employees followed by the South-South and North Central, with ten slots each. The North-West and North East got the least allocation of eight and seven slots respectively.
It was further observed that the five states of the South East with 21 recruits got more than the 13 states of the North-West and North-East combined with 15 recruits; a situation some aggrieved staff said showed a lack of balance.
Board members linked to recruits
Further scrutiny of the current recruitment list also shows a semblance of identity between some of the recruits and NEITI management and board members.
For instance, Gbekeleoluwa Toyobo, one of the recruits (Officer-II) from Lagos Mainland LGA of Lagos State is believed to be related to Bunmi Toyobo, a board member from Lagos.
Also, Taiye Deborah Adekunle, a female recruit from Kabba/Bunu in Kogi State (Officer-II) is believed to be linked to a former permanent secretary in the SGF’s office, Olusegun Adekunle, the current chairman of NEITl board.
Similarly, Santus Ejirinu Awowoh (Officer-II) from Obanliki LGA of Cross River State is believed to be related to Christian Awowoh, a board member from the same area of Cross River State.
In the same vein, NEITI’s current director of policy, planning, and strategy, Donald Tyoachimin, who headed the recruitment panel, is believed to be related to a female recruit, Erdoo Christabel Tyoachimin (Officer-II) who hails from Vandeikya, Benue State.
Although NEITI board chairman, Olusegun Adekunle, and the agency’s head of communications, Obiageli Onuorah, denied that slots were given out during the recruitment process, sources within NEITI confided in Daily Trust that the exercise has created bad blood within the agency, especially among board members and management staff that were ‘denied’ slots.
“People are aggrieved because this has not happened before. They are worried that the list of employees shows a concentration in a particular zone and state. The 16-member board has also played a questionable role,” said senior staff who wouldn’t want to be named for fear of victimisation. The source said since its establishment, this was the first time NEITI was conducting a recruitment exercise without advertising in newspapers.
 Why we recruited– NEITI
Responding to the controversy that has trailed the exercise, NEITI said the recruitment was based on the manpower/capacity need assessment it conducted.
Obiageli Onuorah, head of communications, said: “The survey clearly disclosed the urgency for our agency to inject young graduates with requisite manpower and creative skills to drive our newly developed 5-year growth and strategic plan approved by our National Stakeholders Working Group (NEITI Board).
“The exercise also became necessary to enable NEITI adequately meet its national mandates as an agency of government, especially at this time of a new evolving extractive industries regime under the new legislation- the Petroleum Industries Act.
We also needed creative skills to help us expand our operations to sub-national governments at the state and local government levels. More is required of NEITI in advancing government reforms in the sector at the grassroots, especially in areas of blocking leakages and improving revenue generation,” Onuorah said.
Admitting that they did not advertise in national dailies, she said NEITI followed all guidelines of the transparent and competitive process; and secured all laid down approvals as required in the public service.
“Relevant agencies such as the Office of the Secretary to the Government of the Federation, the Office of the Head of the Civil Service of the Federation, and the Federal Character Commission sent high-ranking officers who sat through during the competitive interview processes to observe the process.”
When contacted, the Director of Information in the Office of the Secretary to the Government of the Federation (OSGF), Willie Bassey said: “I am not aware of the development as it has not been brought to my attention”.
Similarly, Mrs. Shade Boriowo, Director of Information in the Budget and National Planning Office could not comment on whether the letter from NEITI seeking financial clearance to enroll the new 70 staff on the IPPIS had been granted.
“The perm sec may be in a better position to answer you because I am personally unaware of this,” Bassey said.

The National Primary Healthcare Development Agency (NPHCDA) has launched a primary health care leadership challenge to access service delivery across the country.
Executive Director, NPHCDA, Dr Faisal Shuaib, disclosed this in Abuja Sunday during the inauguration of the independent judging panel of the leadership challenge.
The PHC leadership challenge is organised in collaboration with the Nigeria Governors Forum, Bill and Melinda Gates Foundation, UNICEF, Aliko Dangote Foundation and other partners.
Shuaib said improvements for PHC service delivery had not been significant.
He said despite the level of investments in primary healthcare at the sub-national level, there had not been a commensurate improvement in the rate of maternal and child mortality.
The chairman of the independent judging panel of the PHC leadership challenge, Prof. Clara Ejembi of the Department of Community Medicine Ahmadu Bello University, Zaria, said they would assess the performance of state governors in terms of their efforts to reform and finance and implement primary healthcare in the states.

Gunmen on Saturday morning invaded Aguluri community, the hometown of a former governor of Anambra State, Willie Obiano.
A witness said the gunmen engaged security operatives in a shootout which lasted for about one hour.
A resident claimed that both sides recorded injuries.
When contacted, the Police Public Relations Officer in the state, DSP Ikenga Tochukwu, confirmed the incident but denied that policemen were injured.
He said the gunmen were cultists and 15 of them had been arrested by the police.
“The situation has been brought under control on the directive of the Commissioner of Police, Echeng Echeng.
“The deputy commissioner of police in charge of operations led police operatives to the scene and prevented the youth from attacking the police station. We have made some arrests, in fact, over 15 people, and recovered some dangerous weapons.
“Meanwhile other means of resolving the conflict is in place and that is, to hear from the aggrieved youths.
“We have also intensified patrols in the area, aimed at enhancing peace and safety,” the PPRO said.
